Australia’s Carbon Pricing Scheme

Perenia welcomes the release by the Australian Federal Government of the details of the proposed Carbon Pricing Scheme.  The Scheme enables Australian businesses to move forward with heightened certainty with regards to carbon pricing following several years of uncertainty.

Perenia and SAP in Collaboration

Global software giant SAP and Perenia have been recently working in collaboration on a number of initiatives.  Both companies have recognised the reciprocal potential of the Perenia / SAP technical excellence – particularly for the benefit of clients.  Perenia Technical Principal, Sustainable Energy, Gordon Skerry and Associate, Jemma Southgate, were asked to present on Energy and Carbon Management Issues, at a SAP Sustainable Executive Advisory Council round-table meeting in August.  The meeting was very well received.  Both companies will continue to explore the considerable opportunities from working in collaboration. 

Of particular interest and synergy to both companies (carbon and energy specialists / software developer) and our clients, is the SAP Carbon Impact software program:                                                                                 http://www.sap.com/solutions/sustainability/offerings/carbon-impact/index.epxPerenia is proud to be working with SAP on a Co-Innovation Program for the Carbon Impact software.  The co-innovation work aims to develop detailed energy and carbon software with functionalities that will provide more efficient and effective energy management.  Perenia has been working for several months with an SAP team in Germany, to provide expert technical perspectives, an operational viewpoint and real-life examples of how the software can be better tailored to the client’s needs.  Perenia is well placed and highly experienced in providing this depth of expertise for large energy users in both the domestic and international arena.

National Greenhouse Energy Reporting System (NGERS)

Compliance under the Australian National Greenhouse and Energy Reporting Scheme (NGERS)

Perenia assists clients to meet their compliance obligations under NGER Act, including: determination of whether the organisation is liable to report under the NGER Act; preparing comprehensive NGER Act compliant GHG inventories using Perenia’s software tools; liasing with the Department of Climate Change; submission of NGER reports; and auditing of internally or externally prepared NGERS assessments.

Perenia has one Registered Greenhouse and Energy Auditor:

The NGERS activities can be dovetailed with reporting obligations under the Energy Efficiency Opportunities Act (see below), carbon footprint assessments and identification of opportunities to reduce emissions within an organisation.

NGERS applies to all organizations which exceed the following thresholds:

  • In year 1 (2008 / 2009): the company produces 125,000 tCO2e gross direct emissions or 500 TJ of energy are produced or consumed
  • In year 2 (2009 / 2010): the company produces 87,500 tCO2e or 350 TJ of energy are produced or consumed
  • In year 3 (2010 / 2011): the company produces 50,000 tCO2e or 200 TJ of energy are produced or consumed
  • In year 4 (2011 / 2012): the company produces 50,000 tCO2e or 200 TJ of energy are produced or consumed

A facility can also trigger the reporting threshold if it produces 25,000 tCO2e or produces or consumes over 100 TJ (from 2008 / 2009).

In-force and applicable legislation:

National Greenhouse and Energy Reporting Act 2007;

National Greenhouse and Energy Reporting Regulations 2008;

National Greenhouse and Energy Reporting (Measurement) Determination;

Greenhouse and Energy Audit Framework;

Greenhouse and Energy Reporting Office Privacy Statement.

The Department of Climate Change and Energy Efficiency (DCCEE) has introduced an enhanced audit function from this year and Perenia recommends that there should be an increased industry focus on the following reporting components:

  • Correct application of NGERS reporting requirements (including GHG principles);
  • Correct systems developing, including selection of methodology;
  • Correct record keeping systems that details all data reported; and
  • Preparation for verification and auditing of NGERS data. 

Perenia assists clients in managing their carbon impact by balancing corporate objectives with legislative requirements and the demands of customers and shareholders. Each client’s unique situation is assessed in detail to tailor a comprehensive carbon management solution.

  • Audit and compliance: Analysing operations to determine current and projected greenhouse gas (GHG) emissions in accordance with local and international standards and ensuring compliance with current and future legislation (refer below for NGERS compliance services).
  • Risk and opportunity assessment: Evaluating carbon risks against financial and environmental parameters while also identifying opportunities for investment to cost-effectively reduce GHG emissions.
  • Carbon management plans: Design and implementation of comprehensive plans to monitor emissions, manage carbon liabilities and prioritise emission reduction opportunities.

Energy Efficiency Opportunities (EEO)

Compliance under the Energy Efficiency Opportunities Act 2006 (EEO Act)

The EEO Act affects about 250 of Australia’s largest energy users and sets out requirements for large energy users to perform a 5 yearly business assessment cycle focusing on six key elements of Energy Management. Based on many years of experience in Energy Management, Perenia has developed a targeted process for assessing and improving energy efficiency that can be used as a business improvement and cost saving initiative whilst also meeting current legislative requirements.

In-force and applicable legislation:

Energy Efficiency Opportunities Act 2006; and

Energy Efficiency Opportunities Regulations 2006. 

The Perenia approach involves:

  • Assuming the role of facilitator for an “Assessment Team” that supports site management and the nominated “EEO co-ordinator”
  • As the EEO facilitator, providing training and leadership in services that support future project and reporting requirements that clients cannot normally fulfil in-house

  • Perenia uses purpose designed diagnostic and brainstorming sessions to highlight project opportunities and provides spreadsheet tools, calculators and project sheets to allow the client to assess energy use, production benchmarks, GHG emissions, project savings and return on investment.

Perenia has observed that there should be an increased industry focus on the following reporting components:

  • Correct and robust report submission;
  • Correct and identification of opportunities;
  • Application and implementation of opportunities; and
  • Preparation for verification and auditing of EEO data and opportunities.
